Watershed
Mission
Tasks at
the Start of the Mission in 1994:
Integrate
concerns of poverty reduction and environmental regeneration through
participatory watershed management
Focus
action on degraded areas and dry land areas to build environmental security
and food security
Improve
agricultural production and incomes

Undertake
this work in 12 lakh hectares of land
The strategies
adopted by the Mission were as follows:
People-centred
integrated watershed management
Combines
the twin objectives of poverty reduction and environment management
by addressing the linkage
Locate
funds by "greening" investment under rural employment programmes
like Employment Assurance Scheme and from area development programmes
like Drought Prone Areas Programme and Integrated Wasteland Development
Programme
Work executed
through Watershed Committees consisting of User Groups, Self-Help Groups
and Women Thrift and Credit Groups
Government
through Mission provides technical and financial support
The institutional arrangement for implementation is given below:
User Group-
These are the groups of landowners who are directly benefited and affected
by watershed management activities.
Self-Help
Group- These are groups of individuals who may not be holding land and
may not benefit directly from the watershed works.
Women's
Group- Women as a distinct group form a priority area for the programme
as land and water related issues affect them the most.
Watershed
Committee- This is the body, which acts as the Executive committee to
manage the day-to-day affairs of the watershed at village level and
facilitate the participation of the entire village community. It has
representation from all user groups, self help groups, panches, women
and representatives of the PIA's.
The Mission,
which started on 20 August 1994 has grown to be India's largest watershed
management programme covering nearly 35 lakh hectares which is 1 % of
India's land. It now covers 7600 villages out of the 51,086 villages of
the state.
